Paper Abstract

We deployed a grounded survey of everyday people (n=609) to evaluate popular framing of environmental security in Kirkuk and understandings of the relationship between water scarcity, political conflict, and governance. We find that different framings of ecological security are embedded in commitments to competing programs for territorial control over the Kirkuk frontier and different ideas about local and national governance.
